There is a long way to go to improve the international recognition and influence of China's nuclear power standards

standards promote innovation and development, and standards lead the progress of the times. With the increasing competition of global science and technology, the competition of product differentiation has gradually evolved into the competition of standards in the industry. The formulation and revision of standards that dominate and affect the market competition has become a new focus. Some developed countries have raised their participation in the formulation of international standards to the height of strategic competition, continuously increased scientific and technological investment, produced more standards and patents, and worked hard to raise their national standards to international standards. They will take the leading formulation of international standards as an important means to promote industrial upgrading and enhance market competitiveness, not only pay attention to VOC that everyone has paid attention to, but also rely on standards to control the dominance and voice of international market competition, so as to obtain more value distribution. In recent years, China's voice in the field of international nuclear power standards has gradually increased, but there is still a long way to go to form a certain degree of international recognition and influence

China's participation in international nuclear energy standardization has been keeping pace for a long time

in the past, China had a weak voice in international nuclear energy standardization. The Technical Committee for standardization of nuclear energy, nuclear technology and radiation protection of the international organization for Standardization (iso/tc85) and the Technical Committee for nuclear instrumentation of the International Electrotechnical Commission (iec/tc45) are two important international standardization organizations related to nuclear energy. The United States, France, Germany, Russia and other established powers in the field of nuclear energy have occupied seats in the Secretariat of the technical committee and sub committee for a long time. These factors have largely limited the voice of China's nuclear industry on the international stage. Among the 198 international standards officially issued by iso/tc85, there is no standard led by China. Among the 171 standards officially issued by iec/tc45, only two are prepared by China. Although China's nuclear power construction has more than 30 years of history and experience, our influence and voice in the formulation and revision of international standards have not significantly improved

in addition, China's nuclear power standards have not been generally recognized internationally. At present, the internationally recognized standards in the field of nuclear power mainly include ISO, IEC and nuclear power standards of the United States, France and other countries, while China's nuclear power standards have not formed international influence. The situation that the influence and recognition of China's nuclear power standards in the world are not high cannot form a strong support for China's nuclear power export, which is not conducive to building China's independent brand image of nuclear power and improving a. the modular function of test standards: provide users with the test standards they need to use, and set China's international voice in the field of nuclear power

for a long time, affected by the fact that China's nuclear power technology is mainly imported from France, the United States and other countries, and the implementation of the imported national standards, China has adopted the strategy of following the foreign advanced standards in the formulation and revision of many key technical standards. The outstanding performance is that China follows French RCC-M code and American ASME code in nuclear island mechanical equipment. Looking at the world-wide stage of nuclear power standard formulation and revision, China's nuclear power standards have been at the same level for a long time

in iso/tc85 and iec/tc45, although we can see that China, as an actively participating member state, has a growing team of registered experts, the problem of "weakness" is also obvious. In most cases, the registration committee only participates in the international standardization work through the feedback of relevant opinions, while the domestic counterpart institutions carry out the international standard voting and participate in the iso/iec annual meeting in a more principled manner. There are few international standards in the field of nuclear energy, and they are far behind in undertaking the institutional responsibilities and important leadership positions of the international organization for Standardization in the field of nuclear industry

China's active participation in international nuclear power standardization ushers in the dawn

recently, the international organization for Standardization (ISO) resolution 35 of 2018 approved China and Germany to jointly serve as the Secretariat of the international organization for Standardization/Technical Committee on standardization of nuclear energy, nuclear technology and radiation protection/reactor Subcommittee (iso/tc85/sc6). The Institute of high expectations for the acquisition of water new materials, represented China to undertake the specific work of the Secretariat. Huoxiaodong of China Nuclear Power Engineering Co., Ltd. served as the vice chairman of iso/tc85/sc6, Liu Shangyuan of the Institute of nuclear industry standardization served as the Joint Secretary of iso/tc85/sc6, and Guo Jianxin of the Institute of nuclear industry standardization served as the convener of iso/tc85/sc6/wg2 (research reactor and test reactor working group). This is the first time that China has assumed the responsibilities of the international organization for Standardization in the field of nuclear industry and held an important seat, marking an important breakthrough in the field of international nuclear energy standardization

in addition, the annual meeting of the International Electrotechnical Commission Nuclear Instrumentation Technical Committee (iec/tc45) and its sub technical committees was successfully held in China. In mid October 2017, the plenary sessions of iec/tc45, reactor instrumentation Subcommittee (sc45a) and radiation protection instrumentation Subcommittee (sc45b) and their working group meetings were successfully held in Shanghai. More than 200 representatives and experts from 17 countries including Britain, the United States, France and Russia, as well as IEC central office, European Union, International Atomic Energy Agency (IAEA) and other organizations attended the meeting. As the domestic technical counterpart of iec/tc45 (the Secretariat of the National Technical Committee for standardization of nuclear instrumentation (sac/tc30)), the Institute of nuclear industry standardization undertook the meeting. A total of 86 meetings were held during the annual meeting. Chinese experts actively introduced the progress of relevant domestic proposals or standards, and conducted in-depth communication with the participating experts, which received positive response and unanimous praise from foreign experts

enhancing the international recognition and influence of nuclear power standards is in a critical window period

at present, China is moving forward from a nuclear power country to a nuclear power power country, and the nuclear power industry is booming. The scale of nuclear power in operation is the third in the world, and the scale of nuclear power under construction is the first in the world. By 2025, China's nuclear power units will reach about 100, which also opens the best time for standards to boost nuclear power out, and the international standardization of nuclear power is facing a critical window period. In order to enhance the international recognition and influence of nuclear power standards, it is suggested to actively promote the work in related fields

first, actively exercise the institutional and leadership responsibilities of international standardization organizations. According to the relevant provisions of iso/iec directives, China actively exercises its responsibilities as the Joint Secretary and vice president of iso/tc85/sc6. Specifically, it includes the preparation and distribution of SC6 working draft documents; Organize and hold regional or international meetings and preside over all or part of the meetings; Record the contents of the meeting, form resolutions and distribute them; Prepare inquiry draft and final international standard draft, etc. At the same time, we should actively maintain close communication with the convener of the working group and the project leader to ensure that all work in the sub committee is carried out in an orderly and efficient manner

second, actively participate in international standardization. Actively participate in the standardization activities of ISO, IEC and other international standardization organizations. Organize the solicitation of international standard proposals in the field of nuclear energy, and plan to apply for the project approval of proposals with advanced technology and mature conditions to the corresponding international organization for standardization

third, actively cooperate with IAEA. Carry out standardization training cooperation with IAEA, and invite i3 High temperature resistant steel needle: φ 2mm~ φ 8mmaea and domestic nuclear power experts will carry out standardization training in China once a year to build an exchange and learning platform for domestic and foreign nuclear power experts

fourth, promote China UK civil nuclear energy standardization cooperation. Under the Sino British standardization cooperation framework between the National Standards Commission and the British Standards Institute (BSI), a Sino British civil nuclear Standardization Working Group has been established in the field of nuclear energy. As a technical support institution, the Institute of standardization assisted the National Standards Commission in promoting the establishment of the China UK civil nuclear energy standardization working group

fifth, implement the Sino French nuclear power standardization cooperation negotiation. Led by the national energy administration, it discussed nuclear power standardization cooperation with the French nuclear island equipment design and construction rules Association (afcen) to promote deeper exchanges between China and France on nuclear power standards

sixth, promote standardization cooperation with nuclear power trading countries. Strengthen the research on the industrial policies, regulatory systems and standard systems of nuclear power trading countries, promote the establishment of bilateral and multilateral cooperation mechanisms, strengthen the effective connection between standards and policies and rules, and promote the "going out" of nuclear power with "soft connection" of standards

seventh, actively prepare for the 22nd plenary meeting of iso/tc85 in 2020. The resolution of the 21st plenary session of iso/tc85 stipulates that the next plenary session will be held in China in 2020. Entrusted by the National Standardization Administration Committee, the organizer of the conference, the Institute of nuclear industry standardization, as the organizer of the conference, has officially launched relevant work, established the "preparatory working group of the Conference Secretariat", and actively prepared for the 22nd plenary meeting of iso/tc85 in 2020
