On how to prevent derailment and enhance railway traffic safety train derailment is a serious accident endangering railway transportation safety. According to statistics, in the 10 years of 1988, among the major and major road accidents in China, train derailment accounted for about 70% of the total accidents, which is rare in the world and unprecedented in China. To this end, the safety committee of China Railway Society and the safety supervision department of the Ministry of Railways jointly invited experts and scholars engaged in safety research in the railway and safety management workers in the front line of the railway to hold an "academic seminar on preventing derailment accidents and ensuring passenger train safety". At the meeting, the participating experts and scholars analyzed the causes of train derailment and believed that most of them were related to the interaction between the train/track system and the latest research findings. As early as the 1960s, a lot of research work has been carried out in this field abroad. The North American Railway Association (AAR), the International Railway Union (UIC) and the former National Railway Corporation of Japan have all obtained important results from contacting the company and played an important role in the practice of ensuring traffic safety. And we are still in the initial stage in this respect. The foundation of railway safety research in China is relatively weak, lacking necessary test conditions, and the regulations and specifications for safety assessment and management of train track system are not perfect and sound, and there are many loopholes and defects. The research on the relationship between some parameters related to the derailment and the safety performance of freight cars is not enough, even out of control. The experts at the meeting believed that in order to reduce derailment accidents and ensure railway traffic safety, it is suggested to strengthen the research on the safety performance, safety monitoring and guarantee technical equipment of the train/track interaction system, and increase the investment in construction. Therefore, the following research work should be actively carried out:

1. construction of safety performance test line for rolling stock/track system

in order to scientifically, accurately and fairly evaluate the safety performance of various rolling stock, it is suggested to build a safety performance test line for rolling stock/track system in the eastern suburb ring test base of the Academy of Sciences of the Ministry of railways. All newly developed locomotive and vehicle dynamic performance evaluation tests shall be conducted on this test line

it is impossible to correctly, comprehensively and objectively evaluate the safety performance of rolling stock under the conditions of good track smoothness, less curve types, larger radius and unstable line conditions. 2. establish, improve, modify and perfect the regulations and specifications for the safety management and test evaluation of locomotive and vehicle track in China as soon as possible

China has no own safety monitoring and management standards for track and vehicle status so far. The existing standards for dynamic performance test and evaluation of locomotive and vehicle have no safety performance provisions, such as the torsion stiffness of vehicle closely related to derailment, the safety index when passing through various track irregularities, and the allowable standard of lateral force. The standards for safety evaluation of curve passing only refer to foreign standards, and whether they conform to the actual lateral bearing capacity of China's track has not passed the test verification; The values and evaluation methods of derailment coefficient, wheel load reduction rate, bogie, vehicle body vibration acceleration, etc. have not been systematically and deeply tested, which are very different from the moving average of 5ft distance window of AAR and the moving average of 2m distance window of European Railway (also with time window), which has a great impact on the correct evaluation of locomotive and vehicle performance. All these problems must be carefully studied
